A few minor issues

When creating a new character in vanilla BG1, am I right in thinking that you couldn't put more than 2* in a weapon prof during chargen? Do the same rules apply to monsters? If so, Miloch's kobolds would have to go 2* short bow and 2* short sword, right? That is, if you want to play by BG1 rules.
Yes, that seems to be true in BG1, though I've no idea why. In BG2 (Tutu, whatever), you can put 4 stars into anything right away as a warrior. As per the 2e Complete Book of Humanoids, kobolds (and any other humanoids) use the same proficiency system. Though it doesn't say anything about kobolds using bows of any sort, but obviously kobold commandos do.

 

But yeah, they could also put 2 stars in both melee in ranged, but since they seem to specialise in ranged, I'd think that'd be what they put more stars in. Not that it'd make a huge difference, but I could do it either way. (Has someone ever actually closed with the cheating gits for melee combat?)

Because this is the d&d rule.
Nonsense: It's a BG1 restriction. I see no basis for this in the 2e proficiency rules, which are quite vague, and don't even cover mastery or grand mastery. Moreover, the 2e Complete Fighter's Handbook specifically states a first-level warrior can put all four of his starting points in long sword if he so chooses (p. 60).
In BG2 (Tutu, whatever), you can put 4 stars into anything right away as a warrior.

Since BG2 came after BG1, more likely they removed it intentionally. You'll also notice they overhauled the entire proficiency system, changing it from broad groups like "small sword" to narrow ones like dagger, short sword, etc. Indeed, this may be the reason they removed the restriction from early specialisation in broad groups.

 

If someone actually wants to use this tweak for BG1, I'm willing to abide by the same BG1 rules, but otherwise I don't see why NPCs should be restricted by rules the PCs aren't bound by.

 

Also, if someone wants to make a case for commandos having 2 stars each in melee and ranged for some sensible reason, I'm willing to hear that too :fish:.

Miloch, not wanting to try and sway you either way, but for my next game of Tutu I'm going to limit my party to 2* in a weapon @ level 1, just like in BG1 (although I am installing True Grandmastery from Tweaks, so this makes sense to me also from a balance point of view). I suppose I would also like monsters to follow the BG1 rules, but wouldn't really mind if kobolds had 3* bow, 1* sword. The main thing for me is that they don't take me apart with those unlimited arrows.

Could've fooled me :fish:. I'll probably just end up giving them two in each to avoid having separate stats for BG1 and Tutu/BGT, but the whole "BG1 rules are the right rules" argument is pretty bogus.

 

Then I guess there's the question of chieftains and shamans, and giving whatever kobolds wield "Nome Stikkah" dagger instead of short sword, though I guess "small sword" would cover that either way...
