Ust Natha defenses not spawning

Has anyone encountered something like this before? I have 'Slightly Improved Drow -> Upgrade Ust Natha's defences: v28' installed, but when the alarm sounds (either from getting Phaere killed and waiting around too long, or outright attacking someone), none of the city defenders actually spawn. The entire city is still hostile, as expected, but nothing else happens. And I was really hoping to try my luck against the horde.

 

I have SCS v28 installed on BG2EE.

...however, inspecting the installation with NearInfinity reveals that nothing has been added to AR2200.BCS (Ust Natha area script), and searching for the string "DMWWDrowCityLite" in all BCS gets no result.

And no city defenders spawn in-game.

 

And I was really hoping to try my luck against the horde.
