Other than the very possible "not widely accepted by her people" suggestion of yours, it could also be due to shyness on Nalia's part. The extended Auren-Nalia interactions begin with a degree of enmity, so it's difficult to predict if she'd be more receptive to an earlier public relationship with a woman she respected, or if she'd still take a while to warm up to the concept.
