How opcode 261 is broken?

Since EE v2.0:

Opcode 261 should be able to restore memrized priest spells up to its specified level regardless of the casters spell level access.

Opcode 261 (restore lost spell) Should work for level 7 priest spells

More generally, the fact that it does not respond to anything in the 'resource' field and instead simply restores in alphabetical order, makes it a pretty useless opcode, if not exactly broken. Wondrous Recall is a terrible spell, nobody uses it.

 

The only good uses I've seen for opcode 261 are igi's/jarno's timed spell refresh mod (and even that is kind of hamstrung by the way opcode 261 works) and my "level 1 cantrips" mod, which only works because it restores all level 1 spells every time you cast any of them.

It's not an alphabetical order, it's the order you submit your spells to be memorized. Aka, when you pick a new spell, you can set them in an order, and the first free from top-left is refreshed ... be it fireball, zone of fresh air, aplhabeticsoop(if they are the highest in the spell order).

WR is a good spell if you want to trade a higher spell to two lower spells ... but usually that doesn't happen for clerics.

In EE 2.0, this is organized alphabetically, and thus restored in that order.
