I recommend oggenc (really oggenc2). You can find ogg converters at http://www.rarewares.org/ogg.php

 

Alternatively, my tool PS Gui at SHS (http://www.shsforums.net/topic/39117-ps-gui-v304/) wraps oggenc, oggdec, and ogginfo. See this topic for some relevant info: http://www.shsforums.net/topic/56955-modding-suite-for-the-enhanced-editions/

 

That PS is a wonderful tool. It took my 60+MB sound folder and cut it down to 16MB. I'm not into DOS based other than Weidu. GUI based programs for the win.
