AFAIK, no. The dialog.tlk file is in an ".obb" file (Android binary blob). If you extract and modify the dialog.tlk and then re-pack the .obb file, the checksum will be off and the app will think the file is corrupt and redownload it from the server.

Can you mod the tlk on a computer, and move it to the device?

 

 

Yes, you can... ;)

 

1. copy the obb files to your computer

2. extract them in the same directory

3. extract your mod in the directory you extracted the obb files before

4. install the mod

5. make a zip package, which includes your dialog(f).tlk and override directory (the dialog(f).tlk should be in the "lang/<language>" (<language> is the directory for your language))

6. use the centralfix.exe (http://forums.beamdog.com/discussion/comment/633000/#Comment_633000)

7. copy the zip file to your directory where the baldur.ini is located on your device... ;)

 

I haven't tested mods, which biffing files, but I think these should only installed on linux, before packaging the chitin.key and the bif files... (because windows use \ instead of / and don't have problems with case-sensitive characters...)
