Why do cowled wizard patrols (from not paying for the magic license) get disabled if your reputation drops to 3?

I don't know much about modding, or even BG2 as such but this seems odd behavior, however not necessarily a bug.

 

If you pay for the magic license, BribedCowled gets set to 1.

If you don't pay and drop to 3 reputation, BribedCowled gets set to 2. I don't know what it being 2 actually does but it sure means there won't be any interference from patrols consisting of just wizards and you can cast without any problems where ever you want. CowledWarning never gets set to anything.

 

Of course you get the guard patrols coming for you but they are hardly a problem because (so far at least) all I have seen is the 2 mage + 4 melee guard one.

 

So what essentially happens is that evil parties get easier encounters than good parties if both don't pay for the license. Meaning "the law enforcers" quit giving a fuck about casting spells and spend less resources to go after the criminals than going after good guys. I would think evil parties would have to deal with both the guards (because of low reputation) and the wizards if they dare to cast (even just to kill those guards).
